Balmoral Comtec, a division of Balmoral Group, provides surface and subsurface buoyancy, insulation and elastomer products and services to the global energy, defence, subsea communications and oceanographic industries.

The HSE Advisor shall provide support to the business for all aspects of HSE management with a strong emphasis on working closely with Production, Projects, Clients and Suppliers. The successful candidate will have a solid track record, be a self-starter, will be confident in front of Clients and have the ability to contribute in line with the Companies ambitious growth plans.

The job holder must be able to pro-actively and effectively communicate and collaborate at all levels across the business including clients and production areas and demonstrate an enthusiastic approach to resolving problems. It is also expected that the person appointed is pro-active, in that the jobholder is expected to contribute to our aim of continuous improvement by advising on the operation of our HSE systems and processes, reporting any issues to line management as appropriate.

Main Duties

  • Support Enquiry Review activities ensuring Client/Project HSE requirments are evaluated and understood highlighting exceptions and/or clarifications as appropriate.

  • Promote the continued development and improvement of the IMS.

  • Liaise with process owners to implement agreed improvements and remove non-value adding content.

  • Ensure the IMS continues to meet the requirements of applicable management system standards e.g. ISO45001, ISO14001

  • Maintain compliance to appropriate legislative/regulatory requirements, recommending actions where appropriate.

  • Provision of project support including review of Project HSE Plans and attendance at Client/Project Kick-Off meetings.

  • Conduct regular HSE Inductions including employee, visitor and/or sub-contractor inductions

  • Coordinate emergency response plans and arrangements including e.g. provision of first-aid facilities and fire-fighting equipment, clearly visible signage.

  • Facilitate the identification, evaluation and assessment of health and safety hazards and risks and identify appropriate control measures using hierarchy of control principles.

  • Ensure all risk assessments are regularly reviewed and updated and communicated to the business.

  • Ensure COSHH information is regularly reviewed and updated - provide information, instruction and training applicable to hazards and risks.

  • Ensure Control of Contractors process is applied, and applicable records of contractor management maintained i.e. RAMS, Induction, ELI

  • Ensure that personal protective equipment is appropriate to hazards and risks – provide information, instruction and training.

  • Support the supply chain department in the maintenance and development of new and existing suppliers and sub-contractors including supplier qualification and performance monitoring.

  • Conduct audits to verify compliance to appropriate legislative/regulatory requirements, defined ways of working, systems, processes and tools including the management of hazards

  • Identify and share audit outcomes, ensure improvements are agreed and communicated in a timely manner.

  • Identify and recommend improvements to the audit programmes and support external client/third party audit activities.

  • Liaise with Training Coordinator and trainers to coordinate and/or conduct applicable occupational health and safety training e.g. Face Fit Testing

  • Coordinate and/or conduct risk-based Occupational health monitoring and surveillance programme, liaise with all relevant stakeholders.

  • Participate in regular review and analysis of Observations/Intervention trends and recommend improvements.

  • Identify and implement relevant occupational health and safety campaigns and initiatives - - provide information, instruction and training.

  • Promote the effective and consistent capture of HSE Incidents and Near Misses - provide information, instruction and training.

  • Ensure events are appropriately investigated and root causes are clearly defined - identify, monitor and verify action to prevent recurrence.

  • Verify corrective actions are effective to prevent recurrence prior to Management Review and closure.

  • Monitor, measure, analyse and communicate leading and lagging HSE performance – identifying recommendations for improvement in support of Management Review activities.

  • Ensure lessons are identified, shared, communicated and learned.

Qualifications

Required:

  • Internal Auditor Qualification to relevant management system standard.

  • Qualification in Health & Safety Management e.g. NEBOSH General Certificate. British Safety Council, MSc Health, Safety and Risk Management.

    Desirable:

  • Professional membership e.g. IOSH or equivalent.

  • Suitable sciences, engineering or business qualification e.g. degree or HNC.

  • Qualified First Aider.

  • Lead Assessor qualified to relevant management system standard.

Experience

Required:

  • Minimum of 3 years' experience in a similar role withhing an HSE function, preferably in high growth environments.

  • Practical application of occupational health and safety management systems models, standards, and associated terminology.

  • Practical application of applicable UK HSE legislative/regulatory requirements.

  • Proven experience and capability in developing and maintaining business management systems.

  • Understanding of root cause analysis tools and techniques
  • Proven experience and capability in leading incident investigation and application of root cause analysis methods.

  • Experienced Lead Auditor involved in preparation and implementation of risk-based audit plans.

    Desirable:

  • Relevant previous experience within a Manufacturing organisation.

  • Experience of leading and coordinating third party certification audits activities.

  • Relevant previous experience providing training, coaching, mentoring and development.

Skills

Required:

  • Proficient in the use of the latest version of Microsoft Office.

  • IT skilled with data input / handling experience and working with databases.

  • Clear and effective communication skills, both written and oral.

  • Pleasant and articulate manner –works well independently and as part of a team.

  • Organised, analytical and systematic with an enthusiastic approach to problem solving.

  • Self-motivated and able to work under pressure and prioritise and delegate workloads.

  • Good organisational, literacy and numeracy skills.

  • Effective presentation skills capable of presentation and discussion at Senior Management levels.

  • Attention to detail, manage and record deliverables with a high level of accuracy.

  • Lead and manage incident investigations

  • A good knowledge of HSE legislative and regulatory requirements.

  • Enthusiasm for self-development and progression and for development and coaching personnel.

  • Capable of setting clear expectations, mentoring and leading people.

  • Able to build, and continually cultivate, relationships with key suppliers and manufacturing teams.

    Desirable:

  • Demonstrate Continued Professional Development e.g. CQI, IOSH or equivalent.

    Training

    Required:

  • Fire Warden Trained.

    Desirable:

  • Lead Assessor.

  • Introduction to Quality Management Course.

  • Face-Fit Trained.

  • Incident investigation and/or root cause analysis training.
