Balmoral Offshore Engineering, a division of Balmoral Group, provides surface and subsurface buoyancy, insulation and elastomer products and services to the global energy, defence, subsea communications and oceanographic industries.

We are looking for a materials buyer who will thrive on our dynamic environment . The Materials Buyer will lead the development and execution of sourcing strategy for Balmoral Raw Materials.  Serves as key point of contact with suppliers. Acts as a team spokesperson/ interface with planning and production as appropriate to develop/implement strategy.

 

Responsible for preparing, negotiating, managing and coordinating agreements, supporting the procurement of raw materials. Evaluates and selects suppliers in terms of quality, service, cost, capability and performance. Assists in development of procurement strategies in conjunction with the business. Ensures competitive pricing & service versus industry trends and market place dynamics. Helps resolve quality, service, supply and invoicing issues with suppliers. Identifies and drives continuous improvement.

 

MAIN DUTIES AND RESPONSIBILITIES OF THE JOBHOLDER

  • Purchasing all materials and goods.

  • Creates & evaluates supply market facts and trends and defines implications for sourcing strategies options.

  • Provides a fact-based understanding of current supplier base and intelligence on contracts terms.

  • Negotiate and deliver savings to meet business requirements and Balmoral objectives.

  • Manage communications with suppliers and serves as the main point of contact.

  • Helps design & lead the implementation of our strategy

  • Supporting other departments to forecast demand and plan purchasing requirements.

  • Coordinate bid/supplier meetings.

  • Help to resolve supplier performance issues.

  • Lead and enable effective resolution of emergency sourcing needs.

  • Calculate and report accomplishments in all appropriate systems.

  • Minimize single source situations by helping to identify and qualify additional suppliers.

  • Develop and maintain a primary and secondary supplier database for critical materials and components.

  • Understand business needs.

  • Monitor and review Purchasing/Materials Management procedures.

  • Assess and, where appropriate, set up central framework purchasing agreements.

  • Implement performance measurement system for key suppliers and communicate/issue supplier scorecards on a monthly basis.

  • Build and maintain good relationships with new and existing suppliers.

  • Prepare weekly dashboard report.

  • Control supplier documentation files.

  • Work with Finance and Proposals reviewing all raw material prices utilised in our bid process.

  • Any other reasonable task as requested by the Purchasing Manager.

 

PERFORMANCE MEASURE

  • Negotiated costs savings, I.e. Rebate and/or Consignment Agreements

  • Budget versus actual on spend

  • Delivery performance of suppliers, on time and in full

 Qualifications

Required:        

  • CIPS part and/or qualified and/or Degree qualified

Experience

Required:       

  • Minimum three years purchasing experience in a manufacturing environment
  • Awareness of lean manufacturing principles
  • Sound commercial awareness
  • Advanced Excel Skills and experience in Microsoft Office products including Project and SharePoint
  • Minimum 3 years of sourcing or supply chain management experience
  • Proven track record for delivering results

 

Skills

Required:       

  • Ability to read and interpret blue print drawings
  • Six Sigma Green Belt desired
  • Sourcing work experience preferred
  • Ability to work well under pressure, and multi task.
  • Flexible, pragmatic, independent and deadline focused
  • An experienced and effective negotiator
  • Knowledge of all aspects of material management including sourcing, negotiation and supplier management
  • Good negotiation and persuasion skills.  Ability to convince others and influence outcome
  • Be capable of building strong relationships both internally and externally at all levels
  • Good oral and written communication skills
  • Competent with analytical modelling tools (Microsoft Excel etc.)
  • Process oriented, customer service driven, problem solver
